Dole made an appearance on the Senate floor to advocate ratification of the Convention on the Rights of Persons with Disabilities. Democratic Senator John Kerry explained: ‘Bob Dole is here because he wants to know that other countries will come to treat the disabled as we do.’ The Senate rejected the treaty by a vote of 61-38, less than the 66 required for ratification. Many Republican senators voted against the bill, fearing it would impact American sovereignty.
