The hospice movement did not begin to make an impact in America until the late 1970s. Before hospice, there were few facilities that existed to care for the terminally ill outside of hospitals and nursing homes. Several years later, as chairman of the Senate Finance Committee, Dole introduced and saw passage of legislation providing a hospice benefit to Medicare patients in 1981.
